Schools in selected districts have participated in teacher professional development on project-based learning, have increased technology utilization for student projects, and have a steady flow of STEM professionals available to work with teachers and students in the classroom.

SDCOE Broadband Anywhere Initiative

Purpose and Objectives

The purpose of the San Diego County Office of Education’s Broadband Initiative is to advocate with local school districts to provide broadband access to all classrooms and to students homes. This initiative will allow for extending the learning day and improve home to school communications.

Background

CFF and SDCOE jointly raised the concern that many homes in San Diego County did not have high-speed access to Internet services necessary for on-line learning. Beginning in 2007, CFF explored the issue with SDCOE and member companies of CFF that provide service and technology for high-speed Internet access (Cox, AT&T, Time Warner, Qualcomm). Since then, SDCOE leadership has established the California Education Broadband Initiative (CEBI) with school districts across the state, as well as advocated at the state and national levels to advance legislation that enables ubiquitous and affordable high-speed broadband Internet access for on-line learning. A key initiative of CEBI targets the four programs within the Universal Service Fund that can expand opportunities for educational use of broadband service: 1) addressing high cost in non-urban areas of telecomunications services including broadband Internet, 2) discounts for low-income consumers, 3) provision for rural health care services by telecommunication services, 4) expanded schools and library program (e-Rate) for discounted access to high-speed Internet services. SDCOE prepared a 6-page white paper that describes their efforts and request for support.

Implementation Plan

SDCOE requests continued advocacy with legislators and the FCC for necessary changes to address the access and equity issues for broadband Internet service across the region, state and nation.

SDCOE Cloud Computing Partnerships

This project provides online curriculum for distance learning, Advanced Placement (AP) courses, a web-based infrastructure for virtual learning environments, community forums, and technical/career training opportunities.

Implementation Plan

CFF has been involved with several districts and Superintendents that are early adopters of CloudConnect, such as Coronado (Jeff Felix) and Bonsall (Justin Cunningham). CFF recognized the Bonsall Learning Environment with a 2010 Achieve Award, for a program that is being adapted to the CloudConnect initiative.
